Call for Proposals for Maryland/Israel Development Fund The Maryland/Israel Development Center (MIDC), Maryland Department of Business and Economic Development (DBED) and Israeli Ministry of Industry and Trade (MOIT) are pleased to announce the first ìCall for Proposalsî for the Maryland/Israel Development Fund (MIDF), a new program to support the creation of marketable high tech products developed jointly by Maryland/Israel company teams. The MIDF provides both funding and risk sharing with the company teams.
The program is valuable for companies seeking to leverage their technical and marketing talent by partnering with a complementary business. It will also help companies expand into international markets. Maryland Governor Robert L. Ehrlich, Jr. and Israelís Deputy Prime Minister and Minister of Industry, Trade and Labor Ehud Olmert discussed establishing Israelís first international R&D fund at the sub-national level during Governor Ehrlichís trade mission to Israel. Israel has international R&D funds at the national level with 20 countries including the U.S., Canada, Britain, Finland, South Korea and Singapore. Minister Olmert wants to replicate the Maryland model with other American states as well as with states and provinces in other countries. Investments may range from $100,000 to $300,000, half from DBED for the Maryland company and half from MOIT for the Israeli firm. The Maryland/Israel Development Fund has limited financial resources. Investment decisions will be made on a competitive basis. The funds can only be used for the R&D expenses of the project. Company matching funds are required, equal to a minimum of fifty percent of total project costs. For products successful in the market, investments will be repaid with interest. The deadline for submitting proposals is October 31, 2005. Proposals will be evaluated and selected jointly by DBED and MOIT. Award decisions are expected in January 2006. The MIDC will help interested companies identify appropriate R&D partners in Maryland and Israel. MIDC Announces Next Trade Mission to Israel for November 2005 The Maryland/Israel Development Center will conduct its next trade mission to Israel from November 5-10, 2005. The mission will be led by MIDC Chairman, Hanan Sibel, and Maryland's Assistant Secretary of Economic Development for Technology Strategy and Business Development, Paul Mauritz. The agenda will include meetings with Israeli companies -- from hot start-ups to established corporate leaders; briefings by investors, executives and government officials on Israelís economic and political climate; and tours of the ancient sites and modern wonders. For more information about joining the trade mission, please contact Barry Bogage at 410-767-0681 or bbogage@MarylandIsrael.org.
